Filipino Program launches a Philippine literature festival

A two-day Philippine literature festival to celebrate Filipino writing and writers will take place on April 12 & 13, 2007 at the University of Hawaii Manoa campus and the Philippine Consulate General of Hawaii.

Initiated by the UH Filipino and Philippine Literature Program, the festival will convene writers from the Philippines, the US mainland and Hawaii. The first day is called "Pagtatagpo: Filipino Writers Summit", a roundtable discussion on the direction of Philippine writing in the United States. The panelists include Ma. Josephine Barrios, a well-known playwright, poet and novelist from the Philippines; R. Zamora Linmark, distinguished visiting writer from the UH Department of English and author of Rolling the Rs ; Ninotchka Rosca, New York-based international human rights activist and author of the award-winning State of War ; Marianne Villanueva, San Francisco-based short story writer and author of Mayor of Roses ; Michelle Cruz Skinner, Punahou teacher and author of Mango Season ; and Francis Tanglao-Aguas, a playwright/stage performer and author of the collection, Purple.

The authors will be met by local writers and UH aspiring writers/performers on April 12, 2:00-5:00 pm at the QLC Student Services 412 in the Manoa campus. Among the invited local writers are Amalia Bueno, Michael Cueva, Elynia Mabanglo, Aurelio Agcaoili, Amado Yoro, Khalil Apuzen, Nilda Boland, Felino Tubera, Jovita Zimmerman and many other young writers from the University of Hawaii campuses.

To celebrate writing, the festival will have a musical literary event on the 13th, 6:00 to 9:00 pm at the lanai of the Philippine Consulate General of Hawaii. The evening will showcase performances of invited writers and contributors to the third volume of the Katipunan Literary Journal.

The festival aims to (1) create an avenue of discourse amongst writers and aficionados of Filipino ancestry about the state of the art, problems of invisibility and publication opportunities open to would-be writers; (2) discover diversity in fostering literary writings in a multi-lingual setting (Filipino, English, Ilokano or Pidgin); (3) foster the appreciation of Philippine literature through the writings of Filipino and Filipino-Americans; (4) encourage and show appreciation to Filipino and Filipino American students of the UH System, local Filipino American writers of Hawaii and the US mainland through poetry reading, storytelling and performance arts; and, (5) inspire young Filipino American writers by finding role models for them through the presence of renowned writers.

One of the organizers of the festival, novelist/poet R. Zamora Linmark commented that this festival "will reconsider Filipino diasporic writing."

Dr. Ruth Elynia S. Mabanglo, coordinator of the Filipino and Philippine Literature Program, hopes that "the festival will address issues in writing, publishing and promotion of Philippine literature in the United States. What could be done to abrogate that so-called invisibility of Filipinos in literature? How can young people be inspired to write or read? How can the Filipino community be involved in its own literacy? These are only some of the questions that can be asked."

Lester John Hael, editor of the Katipunan Literary Journal (Volume III) and literature festival coordinator, said that he volunteered to work in this project because he believes that "This will build a bridge between authors and aspiring writers to foster the appreciation of Philippine literature." He also hopes that participants "will become cognizant of the direction of Filipino and Filipino American literary writing in Hawaii and the US Mainland." He even added, "The Hawaii situation is different because there are writers who write in Filipino, Ilokano and Pidgin. Those writers should also be recognized."

Various offices and community organizations pulled their resources together to make this festival happen. At the University of Hawaii Manoa Campus, the sponsors are: the Center for Southeast Asian Studies, Center for Philippine Studies, Department of Asian Studies, Department of English, Department of Hawaiian and Indo-Pacific Languages and Literatures, College of Languages, Linguistics and Literatures, Freeman Foundation Undergraduate Asian Studies Initiative and Diversity Fund Initiative. Assistance from the Filipino community comes from Filipino Association of University Women (FAUW), Filipino American Historical Society of Hawaii (FAHSOH) and the University of the Philippines Alumni Association (UPAA). Some individual donors include Teresita Ramos, Gigi Graulty, Margie Pascua and Cristina Bacchilega.

Youth essay writing contest

Theme: Engaging Youth in Reform

Young people can be a powerful force for change! As future reformers, young people (18-30) have innovative ideas on how to solve the political, economic, and social problems facing their countries. However, they often lack the voice to bring these ideas to policymakers. Simply, young people are often regarded as recipients of reforms, not active participants in the reform process.

CIPE’s essay contest gives you the opportunity to share your ideas about citizenship, democratic and market-oriented reform, youth leadership, and the ways that your country can create avenues for youth to participate in the political and economic spheres. We encourage you to get thinking, get involved, and use your own experiences to develop concrete solutions to these development issues.

A $1,000 honorarium will be given for each winning essay.

Guidelines

Eligibility

Open to students and young professionals aged 18-30.
Special weight will be given to essays submitted by citizens of non-OECD countries.

Topic Categories

Citizenship in a Democratic Society

What needs to be done to develop a sense of citizenship in young people and help them find their role in a democratic society?

True reform occurs only when citizens actively participate in the governance process – it can’t be achieved by street protests alone. Young people are an integral part of society and their input and participation in their countries’ governance is necessary to effect political and economic reform.

However, many lack the skills and opportunity to communicate with policymakers and get involved in their country’s development. Youth are often disengaged from the political process and rarely develop the sense of citizenship that is so crucial to building an inclusive, participatory democracy. To become active citizens in their countries, young people must have the skills to develop their ideas on reform and outlets to express those ideas in a constructive manner. What does citizenship mean to you? How are citizenship and good governance connected? How can your country engage and enable young people to participate constructively in the governance process? Be sure to begin your essay by describing the situation in your country.

Educational Reform and Employment Opportunities

How can your country reform the educational system to give young people the right skills and opportunities to enter the workforce?

In many countries, the youth unemployment rate is very high. In some countries, this is caused by a lack of jobs. However, in many others, young people entering the workforce are not prepared for the jobs available – they lack the necessary skills and education. Unable to find good jobs, they face a difficult choice: remain unemployed or accept low-paying jobs with no opportunity for advancement. Improving the educational systems of many countries is a key step towards creating a generation of young people who possess the skills and knowledge to participate in the economy, locally and globally. What are the major employment problems young people face in your country? What can be done to give them the right skills and opportunities to enter the workforce? Who should taking the lead in doing so? Be sure to begin your essay by describing the situation in your country.

Entrepreneurship and Leadership

What needs to be done in your country to provide youth with the opportunity to become entrepreneurs and/or leaders in their communities?

Young people can play a positive role in the political and economic spheres in their countries, on both local and national levels. Unfortunately they often lack access to the resources and groups that would help them get involved and have an impact. However, when provided with the opportunity and skills to become influential members of their communities, youth can accomplish their goals. What are the skills that young people need to acquire to start a successful business or civil society group? What are the major barriers that prevent them from opening a business or assuming a leadership position in your country? What programs or policies would give youth the skills to become active and influential members of society? Be sure to begin your essay by describing the situation in your country.

Top Essays

In each category, a first, second, and third place winner will be chosen by a panel of CIPE staff and international partners. The three winning essays from each category will be published as Economic Reform Feature Service articles. CIPE will provide each of the nine winners an honorarium of $1,000.

Other essays of merit will be considered for publication as well. CIPE may translate certain articles into other languages, including Arabic, Russian, Spanish, or French.

Judging Criteria

Essays will be judged on clarity, originality, and their contribution to the understanding of development issues facing countries. The logic of the ideas expressed is more important than perfect English grammar.

Judges: Essays will be evaluated by a panel of judges comprising CIPE staff and CIPE’s international partners.

About CIPE

The Center for International Private Enterprise is a non-profit affiliate of the U.S. Chamber of Commerce and one of the four core institutes of the National Endowment for Democracy. CIPE has supported more than 1,000 local initiatives in over 100 developing countries, involving the private sector in policy advocacy and institutional reform, improving governance, and building understanding of market-based democratic systems.

CIPE maintains that countries need to build market-oriented and democratic institutions simultaneously, as they are essentially two sides of the same coin. Without a functioning market system, democracies will remain weak. Likewise, without a democratic process, economic reforms are unlikely to succeed.

Formatting Guidelines

  1. All essays must be written in English.
  2. All essays must be original and unpublished.
  3. Word count: 2,000-4,000.
  4. Indicate the essay’s category on the cover page.
  5. Provide full contact info on the cover page, including citizenship.

Timeframe: All essays must be submitted by May 31, 2007.

How to Submit

E-mail a copy of the essay as a .pdf file or MS Word document to essay@cipe.org. An e-mail will be sent confirming receipt of the submission.

National Artist Rio Alma Launches Two New Collections

National Artist Virgilio Almario marks another milestone in his prolific career as he launches two new collections of poetry this March. Kung Bakit Kailangan Ang Himala, published by the University of the Philippines Press, and Tatlong Pasyon Para sa Ating Panahon, from the University of Santo Tomas Publishing House, will be launched at the lobby of the Jorge Vargas Museum at the University of the Philippines, Diliman on March 9, Friday. Program begins at 6 pm.

Since the publication of his first collection of poetry more than four decades ago, Almario, better known by his pen name Rio Alma, has continuously sought to enrich literature in Filipino not only through his poetry, but also through his work in criticism, translation, and editing. His accomplishments as an educator and as a cultural manager have undoubtedly sealed his reputation as one of the moving forces behind the local literary scene, but it is perhaps through the sustained excellence of his creative work that Rio Alma remains a true inspiration. Kung Bakit Kailangan ng Himala and Tatlong Pasyon Para sa Ating Panahon, both written under a grant from the National Commission for Culture and the Arts, are but the latest additions to a long list of critically-acclaimed publications.

The works of three Filipino visual artists are also featured alongside Rio Alma's new collection. It may be recalled that in 2006, the University of the Philippines Press published the handsome volume Sonetos Postumos which brought together the creative visions of Rio Alma and National Artist for Visual Arts, Ang Kiukok. This time, in line with book launch, the Jorge Vargas Museum opens the exhibits of Mark Justiniani, Neil Doloricon, and Ferdinand Doctolero whose painting appear in Tatlong Pasyon Para sa Ating Panahon. The exhibit runs from March 9-25.
